i believe most BT users has broadband connection. ISP (Internet service providers), to my best knowledge restrict download bandwidth but not upload for most private users. So, WHAT IS THE PROBLEM TO UPLOAD (SEED)???
you may also set rules for which torrent clients must be used, just to stop misuse (cheating) the server side. One of my friend told me onece, if you set hard rules, numbers of member would be less. i laught... Bangali magna paile alkatra neyar jonno notun lungi paita dey :-)

So before you go any further I have to tell you this that u should make phone calls to all the DSL service company and tell them to increase the upstream from 12 Kbps to 100 Kbps...If u can do that then we can follow the rules...

Restricting will not solve the problem u will rather lose members who got low upstream speed and can't help themseleves because of some silly rules..
