What u r facing is quite normal. Upload speeds to a single peer depends not just on your speed, but on network conditions and his ability to download. It is rare, in my experience, to find a single peer who can either seed or download at high speeds (24 kbps plus). Your total upload speed will increase when more peers join and you can upload to many of them at once.

Similarly, when downloading, download speeds with single seeders is usually slow. It picks up when the number of seeds increase and when other leechers also share/upload simultaneously with downloading.
