It is a pity, because few would have seen this film and it is a beautiful piece of cinema. You can see the influence of Renoir's lyrical style in the Apu trilogy that came later. This film, through Ray and Ritwik has influnced Bengali Cinama for 50 years!

But Rules are Rules and they are made with a good purpose.
I doubt that the rules are that rigid here, at least not in my view. There have been english language movies released here before (36 Chowrongi lane by Aparna Sen). I believe the subject matter/plot should be centered around bengal/bengali. I can understand that problem may arise from deviating too much from the language as that will in turn open up room for abuse.
