i can not download anything

Why my ratio you show only 0,50 ? Last time upload amount was 60% more than download amount. Something not going properly.

What privilage do I need to have and how do I obtain it?

If I want to seed a file, do I have to keep the Bit Torrent client open all the time?

For one of the movies downloaded by me I have deleted the torrent file accidentally. Now if I wish to seed this what do I need to do? Will it work if I download the torrent file again?

Download the torrent file again. Then open it in your client and point it towards the folder where the downloaded files are.

Your client will automatically check the avalibility and transfer the torrent to the seeding area.

This presumes that you have not deleted/moved any of the downloaded files. If you have, please restore the files to their original locations before downloading the torrent. Otherwise the torrent will start downloading the files again!
