While I do understand the necessity of seeding, implementing the ban for everyone who has got ratio under 1.1 will be little harsh for newcomers like us. Since all newcomers start from 0, it will take sometime for them achieve the above ratio. And if they are banned (since they do not have that ratio), they cannot download and hence will never attain that ratio. It will be a catch 22 situation.
My view is that focus should be on how actively a member is participating.
May be one way of doing this is to keep a tag on which file is downloaded by which user (I'm new to torrent and don't know how it works. Is it possible?). Then when a seeding request comes for a particular file and they system knows that it has been downloaded by X no. of users, automated request is sent to them to seed the file. The user either seeds the file or gives some legit cause for not seeding.When such number of request for a particular user becomes (say) 5 and he/she has not seeded once he/she is banned for sometime. Off course legitimate cause for not seeding will not increment the user's counter
As I said that I do not know much about bit torrent and it is quite possible that my idea is absolutely ridiculous:)
