Unfortunately the Bangla speking people of these areas (other than Bangladesh, Tripura and West Bengal) are minoraty in language basis. They suffer a lot. This oppression should not be continued  . One has to be free to express own ideas and culture in their own language. Recently Bangla is recognised as second language in Jharkhand state of India.
Hope this information makes you happy!! :)
Yours,
Jules
