The actual reason is not only to set up factories but to make profit from other sources, like Promoting buildings etc. Already a vast land in new town (the would be poshest area in west bengal) is given to Tata for promoting in a very low price (The Bangla Statesman).
In a meeting at Medinipur, the local MP Laxman Seth told that he was a begger's son but he is now a billionery because of the industrialisation of Haldia (a city in Medinipur) in presence of Budhdhadev Bhattacharya, CM when CM stopped him. (ABP).
